Donovan, Saudino Spar As Task Force Rejects Cutting County Police
Sheriff blasts County Exec's task force as "subterfuge" and asks issue be put on the ballot. Task force was commissioned to review a $600,000 study that recommended cutting or eliminating the county police.

A task force commissioned by Bergen County Executive Kathleen Donovan has rejected a private consultant’s recommendation that the county’s police department be eliminated or downsized.
Consultant Guidepost Solutions had completed a study last year, which was commissioned by the previous administration, detailing three scenarios where the county police would be eliminated, downsized or its operations transferred to the county sheriff.
Tuesday’s report by Donovan’s Bergen County Law Enforcement Consolidation Task Force, however, said increased retirements, the newly enacted 2 percent spending cap coupled with pension and benefits reform could leave local police with manpower challenges, with county police officers being relied on to back up local agencies.
Merging the county police under the sheriff’s office would place a range of law enforcement functions under an elected official, who is not required to have police experience, the task force’s report said.
"As far as the county police, indeed there was talk of merging it with the sheriff's department, which we felt was not the right thing to do," said J. Fletcher Creamer, Jr., who chaired the task force. “It would be too big of a task for any one person.”
County Sheriff Michael Saudino should review redundancies in his senior officers and appointed undersheriffs, the report said.
In a statement, Saudino said Donovan had “lied to the public” when she told reporters he had received a copy of the task force study. Saudino spokesman Richard Moriarty said sheriff’s officials had to download the report from the county website after its release.
The pair were running mates in the fall 2010 elections, but have butted heads since.
Saudino shot back at the report in the statement.
“The model of a countywide police agency is archaic and doesn’t work as demonstrated by the lack of a county police department in the other counties of New Jersey,” Saudino said. “We should put this question on the ballot this fall and let the taxpayers decide instead of using political subterfuge to fool the people to protect political sacred cows.”
Saudino, who declined to be interviewed by Donovan’s task force, has accused the group of being out to protect the county police as its own force.
"I am sorry for the unfair criticisms you had to face by people who were less than informed in what they said," Donovan told task force members at a press conference, without naming the sheriff. “You didn't deserve it, it shouldn't have been said, and I am sorry that you were subjected to some really stupid comments by people who didn't understand the depth of your knowledge."
Bergen County Prosecutor John L. Molinelli said he also had not been given a copy of the report and would reserve comment.
"I am a bit disappointed that I was not asked to attend nor given a copy, as I cooperated fully with both Chairman Creamer and the entire committee, submitted thorough and detailed written materials and spent quite a few hours with them," Molinelli said in an e-mail late Tuesday. "In any event we will all move forward with both the Guidepost [study] and the public input that is desperately needed."
“It’s a very thorough report,’’ he said in December, emphasizing he hasn’t endorsed any of the specific proposals. “It addresses a lot of issues. It addresses the specific savings. It addresses the legal component.’’
County Police Chief Brian Higgins said Tuesday afternoon he had not yet reviewed the task force's report.
Donovan said she has been approached by about a dozen local officials looking to combine their departments, in some form, with the county police. Although consolidation efforts have faced strong public opposition, Donovan said taxpayers were looking for ways to save money.
Among other recommendations in the task force’s study were disbanding the county police mounted and motorcycle units.
“The task force recommends that motorcycle units should be eliminated even for ceremonial purposes as they can create additional costs to the taxpayers in insurance and potential lawsuits,” the report said.
Scrapping police horses is also being analyzed as part of discussions on privatizing the Bergen County Stables. The report also called for an immediate freeze in hiring and promotions at the prosecutor’s office, sheriff’s and police departments until they can review recommended staffing levels.
Jeffrey Bader, a Woodcliff Lake councilman and task force member, said linking the information technology management of the three agencies was a major takeaway from the report.
"We found a lot of duplication in the departments, and the departments not working together," Bader said. "If we have a centralized IT department, of course there would be some synergy there and would save a lot of dollars in the long run, in addition to being efficient."
Donovan convened the task force to review the more than $600,000 Guidepost study, which was commissioned under the previous administration. Budget hearings on the county’s three law enforcement agencies are set to begin next week.

Wouldn't it make more sense to combine more operations with the county, instead? Duplication of effort just doesn't make sense. Why does every little town have their own Health and Human services department, etc.? Why can't certain educational things be provided county-wide (like special needs preschool and kindergarten!) There's a lot of duplication in NJ government, but it does seem like eliminating the overarching things and sticking with multiple tiny local departments is silly.

Eliminating county government doesn't imply all the services get moved to the towns, but some would be consolidated with the state. The Health and Human services department is essentially a code enforcement position, it belongs with the towns.
The state could use the borders of the counties as a rough outline for where to place special needs magnet schools, that doesn't mean we need a county government. Of course the better answer is Parental Choice.

i agree with the Sheriff. Put it to the ballot vote and let the people decide if they want County Police Dept. SEems pretty simple to me! Personally i have no idea why we need both sheriff and county police. I just dont know.

Typical county operation: spend $623,000 on a study; ignore findings.
And please forgive my ignorance, but what qualifies Mr. Creamer to chair the committee? I don't see how a business owner is more qualified than a retired police chief from Jersey City, a police commissioner, a superior court judge, or even a freeholder.

Maybe it should be on the ballot for the people to decide to merge, not eliminate the Bergen County Police but place it under control of the Bergen County Sheriffs Office as a division with current contracts and grade, which is the only Law Enforcement that is Constitutional Department along with the Prosecutor. There is only one or two County Police Departments in the State. I find it insulting to the taxpayer that only one police officer was on the committee, which sounds like all political appointments. Im surprised Judge Meehan would ethically compromise his integrity by participating. On the ballot should also be the elimination of the County Executive because we have a full time administrator to run the County for the Freeholders which does and excellent job. As time passes, people retire and the merge will have less impact and won't be an issue after a period of time and will have more positive impact for the taxpayer. Bergen County Police do an excellent job, but are blemished by politicians trying to squeeze municipalities to merge so they exist. In Paramus, at a public council meeting the Mayor acknowledged that Bergen County offered to Patrol Paramus Too. The merge must happen at the top before doing micro merge mentality. As a result people in Paramus and the rest of the County are paying for the savings while Bergen County Police patrol Teterboro. I am a registered Republican and say bad move Donovan you are playing a shell game with Public Safety.

NJ needs fewer political appointments in general. There's a Tammany Hall type political model that could use changing; instead of putting people in positions because they worked on someone's campaign, wouldn't it be good to put someone in position because they are good at it?

AMEN, Brother, the county police just recently did a ticket blitz in south hackensack for mostly BS violations, ,they couldn't write tickets fast enough, generating thousands of dollars . These people have declared a war on new jersey motorists for minor infractions, while they leave the really "bad guys alone, gang members, etc". they are in it to harass the average citizen, knowing that we won't fight back, and making a fortune off the tickets

Of cours we don't need all those police departments. But there are dozens if not hundreds of very highly paid chiefs, captains, lieutenants, sheriffs etc. who bulldoze and scare the public into thinking this is the only way. It's a very wasteful system and, along with the school supt scam, the main reason for our outrageous taxes.

We should get rid of all police departments and let state police do what it should do in the first place. The police officers should not loose their jobs and they should become part of a bigger state police. Any extra man power can be handled by attrition and putting a hiring freeze until we obtain required man count.
Same goes for all other town/county departments like board of education, health departments and human resources. The savings should be given back to the tax payers.

Chairman J. Fletcher Creamer, Jr., probably missed the fact that the Sheriff is the only constitutional post...elected by the citizens. Will the Fletcher Creamer company be submitting bids for future construction of buildings/facilities if towns merge with the county police?...just curious.

Executive Donovan is doing her job. Looking at all the facts. What happens if the Sheriff's office took over? Would that department be an option for future municipal consolidation, if a town was looking for one? The County police probably has the organization, with a little work, to be a Countywide department. The Sheriff's office and/or Saudino doesn't inspire that opportunity as a possibility.

donovan said she would cut government and lower spending. cutting the county police does that. She has now announced she will not do it. She has failed and she failed the Bergen County Police Chiefs who endorsed her. She should do the proud thing and resign now. She lied and failed to do what she said. RESIGN and yes it has been one year and she can be recalled. Its good to see that there is a group of active citizens who are now going to recall her.

Rumor has it...County PD Chief, Higgins has been going around to these small towns in the county, approaching council and giving them this option. If your police manpower falls below what it should be on any day because of vacations, guys calling in sick...whatever the reason may be. To avoid overtime by calling in a borough police officer, I will give you a cop-for-a-day. How back-handed it that!?!?!!!. WHAT A SNAKE. The respective Police Locals would never let that happen. I used to respect you Higgins , not no more. Now you're just a political snake.

Chief Higgins has the right idea! OFFER THE COUNTY POLICE DEPARTMENT AS A MANPOWER RESOURCE TO MUNICIPALITIES. This will assist in cutting town police overtime costs and helps acclimate the County police to the various municipality SOPs. Over time the County can develop a blended more accountable plan for consolidation and familiarize the concept beyond the rhetoric of the self-motivating interests of " Police Locals."

Do I have this correct Cluch? You're pissed because Higgins is offering an opportunity for the county's taxpayers to save money by eliminating unnecessary overtime. You do understand that as a police officer you are an employee of said taxpayers, correct? Sure it would be nice if everyone could just puff up their OT or bonuses, but the current times don't leave us with that luxury. I applaud Higgins for offering a smart, simple and practical solution that can save us a little money without impacting services. Sorry if you'll have to make do on your already inflated salary and OT for flagging for the PSEG trucks.
